Country
Projects on Trade Liberalisation and the Environment and on the Design
and Implementation of Economic Instruments
UNEP's programme has been built around two series of country-based
projects assessing the environmental impacts of structural adjustment
programmes on specific sectors, with a focus on the trade component
of these policies.
The first round of six country projects assessing the environmental,
and related economic and developmental effects of trade and trade-related
policies was initiated in 1997, and a second round of country projects
was launched in 2000.
In mid 2002, the third round of country projects on trade liberalisation
in the agricultural sector and the environment was launched.
Focusing on a specific sector of national importance, each project:
Performs an environmental impact assessment, a resource
valuation analysis and, taking into account developmental impacts,
a complete cost benefit analysis of trade liberalisation in the selected
sector.
Designs a corrective policy package including economic
instruments that minimizes negative and maximizes positive environmental
impacts.
Consults national stakeholders on all aspects of the
project through national workshops.
Implements the recommended policy package on a pilot
basis.
All projects were launched through national stakeholder workshops.

Three Projects
Following the UNEP
Workshop on Integrated Assessment of the WTO Agreement on Agriculture
in the Rice Sector held in Geneva, in April 2002, a third set
of country projects on trade liberalisation in the agricultural sector
and the environment was launched. These are:
- Colombia
- Indonesia
- Ivory Coast
- Nigeria
- Senegal and
- Viet Nam
In addition, the following projects formed part of the
Round 3 projects:
- Phase 2 of the Uganda Fisheries Project
