Workshop
on Capacity Building on Environment, Trade and Development
Geneva, Switzerland, 19-20 March 2002
At
the recently concluded Fourth WTO Ministerial Conference in Doha,
governments reaffirmed their commitment to sustainable development
and mutually supportive trade and environment policies. They further
stressed the "importance of technical assistance and capacity building
in the field of trade and environment to developing countries", while
welcoming continued cooperation between the WTO and UNEP. The decision
taken in Doha to launch a new round of WTO negotiations on trade-related
environment and development issues, further underscored the need for
effective capacity building programmes.
There is a need to assess recent capacity building efforts on environment,
trade and development and to identify gaps where improvements can
be made, as well as enhance international cooperation for more effective
capacity building. Towards this objective, UNEP and the WTO Secretariat
are convening a Workshop on Capacity Building on Environment, Trade
and Development in Geneva from 19 to 20 March 2002, prior to the WTO
Committee on Trade and Environment Session scheduled for 21-22 March
2002. In organizing and convening this workshop UNEP and the WTO will
work in close collaboration with MEAs, UNCTAD and relevant organizations
involved in capacity building work.
The workshop aims to provide a forum for identifying capacity building
activities needed to assist countries effectively engage in trade
and environment negotiations, assess the environmental as well as
the developmental implications of the WTO agreements, and develop
and implement mutually supportive trade and environment policies.
It is also intended that the meeting will result in proposed actions
that can ensure better coordination and effectiveness of capacity
building activities provided by intergovernmental and nongovernmental
organizations.
To support the workshop, UNEP is preparing a survey to take stock
of recent efforts to build capacity on environment, trade and development.
An important element of the survey will be a synthesis summary of
responses to a questionnaire on environment, trade and development
capacity building that UNEP is distributing to organizations working
on this important policy interface.
