Discussion, by Gareth Porter
This paper aims to help meet the need for further analysis
on the interaction between subsidies, over-capacity and overfishing,
to guide progress towards a potential reform of fisheries
policies worldwide. It creates a better understanding, quantification
and classification of the economic, environmental, and related
social effects of subsidies to the fisheries sector, and explores
a variety of approaches to develop policy reforms for the
sustainable management of fisheries.

2. Fisheries Subsidies and Marine Resources Management: Lessons
learned from Studies in Argentina and Senegal
The Argentine
and Senegalese studies presented in this report were conducted
within the framework of two broader UNEP Country Projects
that involved the collaboration of a number of individuals
and organizations. Each of these projects aimed to assess
the environmental and related social and economic effects
of trade liberalization and trade-related policies, as well
as to develop policy response packages that contribute to
mitigating the negative impacts and enhancing the positive
impacts identified through the assessments.
