For the first time, the Special Session of UNEP’s
Governing Council (GCSS) and Global Ministerial Environment

half of the world’s population and with more than
20% of the world’s entire land surface. (29–31

Small island review
In 2002 the UN General Assembly called for a comprehensive
review of the 1994 Barbados Programme of Action (BPoA) for
the Sustainable Development of small island developing States
(SIDS). In August-September of 2004, the International community
conducted a ten-year review of the Programme, and discussed
recommendations for its further implementation. In January
2005, the International community will convene in Mauritius
to discuss recommendations for further and successful implementation
of the BPoA.

Protecting water, top to bottom
UNEP and the Australian Government Department of the Environment
and Heritage convened a conference on the Global H2O Partnership
on 11–14 May 2004 in Cairns, Australia.
UNEP and its partners launched the Hilltops-2-Oceans (H20)
Initiative as an official Type II Partnership at the 2002
World Summit on Sustainable Development (WSSD). The H20
Initiative aims to further the environmental, economic and
social importance of oceans, coasts, and islands, and to
facilitate action by governments to mitigate water pollution
and resource degradation. The Initiative thus contributes
to the objectives of the 1995 Global Programme of Action
for the Protection of the Marine Environment from Land–based
Activities (GPA).
