ROE Liaison Activities
Brussels, Moscow and Vienna Offices

The liaison function is a key function for ROE, which establishes contact points between UNEP and national governments or supra-national entities such as the European Union or the Community of Independent States.

ROE has three offices in Europe apart of Geneva headquarters. These are the Brussels office, the Moscow office and the Vienna office.


Brussels Office

Mission

Located in Brussels, the UNEP Liaison Office with the European Union aims at functioning as a bridge between UNEP and the EU institutions, as well as other relevant actors, being institutional or not.

The liaison function is focused on both closely following environmental policy-making at the EU level and contributing to policy shaping for sustainable development.

Together with the Council of Europe, UNEP's Regional Office for Europe acts as the Secretariat of the Pan-European Biological and Landscape Diversity Strategy (PEBLDS), approved in 1995, which, inter alia, forms the framework for implementing biodiversity-related conventions, in particular, the CBD, in Europe. ROE initiated and manages a Memorandum of Understanding (MoU) between the CBD Secretariat and the PEBLDS Secretariat, containing a programme aimed at harmonizing the work under the CBD and PEBLDS and making it mutually supportive. PEBLDS presents an innovative and proactive approach to stop and reverse the degradation of biological and landscape diversity values in Europe. The principal aim of the Strategy is to ensure the sustainability of the natural environment with special emphasis on concerted European action under the CBD. National authorities, donors, international organizations, NGOs, the research community and the general public implement the Strategy.

The main objectives of the Office are to:

Gather information on new developments in European environmental policies and initiatives, maintaining a two-way flow of information between UNEP and the EU;

Maintain and activate a network of regular contacts with the EU institutions and the respective national delegations;

Increase UNEP's visibility in Brussels;
- Promote and facilitate the development of joint EU-UNEP collaboration, programmes and projects.

Moscow Office

Mission

UNEP ROE Liaison Office with the Russian Federation, opened in 2001, aims at developing cooperation between UNEP and the Russian Federation by promoting both UNEP programmes in the country and Russia’s involvement in UNEP-led activities at global and regional levels.

Fields of the cooperation cover water-related and chemicals-related issues, the Arctic environment, biodiversity, environmental impact assessment, environmental legislation, capacity building, public awareness and information, multilateral environmental agreements.

The main objectives of the Office are to:

Develop political dialogue and strengthen cooperation with the Government, Parliament, non-governmental community, science and business sectors;

Supervise and assist in implementation of UNEP and the UNEP’s Division of Global Environment Facility Coordination (GEF) projects in Russia;
-
Gather and analyze information on environmental affairs in the country;
- Promote and strengthen UNEP authority in the Russian Federation.

Vienna Office

Mission

Located in Vienna, the UNEP-hosted Interim Secretariat of the Carpathian Convention has been established in 2004.

ISCC supports the implementation of the Carpathian convention, promotes ratification and facilitates cooperation between the signatory states as well as other relevant international bodies and conventions, encourages and supports research, communication and information exchange between partners, coordinates the preparation and implementation of the work programme under the Convention, prepares relevant documentation and supports further institutional development.

UNEP Vienna - ISCC :
-
provides service to the Framework Convention on the Protection and Sustainable Development of the Carpathians;
-
is a focal point for the environmental cooperation with Central and South-Eastern European countries;
-
acts as a liaison between UNEP and organizations based in the region.
